A full planning application is to be submitted for the demolition of existing buildings and proposed development of 24 affordable apartments, landscaping and associated works at Nursery Rhymes Day Nursery (Nos.40-44) and former Palace Cinema (Nos.46-48), Bedwlwyn Road, Ystrad Mynach, CF82 7AE.
Prior to submitting the planning application, we are undergoing a statutory Pre-Application Consultation exercise in respect of the application, in line with Welsh Government guidelines, in order to allow interested parties to comment. As part of the engagement process, we are holding a voluntary public exhibition event on Thursday 8th January, between 3:00pm and 7:00pm at the Moriah Christian Fellowship Church, 56 Bedwlwyn Road, Ystrad Mynach, CF82 7AE nearby the development site. All interested parties are welcome to attend.

The legislation requires the consultation to be open for a minimum of 28 days. Due to the consultation taking place over Christmas, the applicant has opted to extend this period to 35 days. Following this period of 35 days, the comments received will be reviewed, considered and responded to, in the form of a Pre-Application Consultation Report (PAC Report), rather than via individual responses. The PAC Report will then accompany the planning application, which will be submitted to Caerphilly County Borough Council for consideration soon thereafter and will be made available in the public domain by the Local Authority.
This is your opportunity to comment directly to the applicant on the draft planning application. Every comment received will be reviewed, and the PAC Report will respond to each comment raised. You will have a subsequent opportunity to comment directly to the Planning Officers at Caerphilly County Borough Council once a formal planning application is made.
The deadline for comments on this application is Friday 16th January 2026.
