Along with fellow speakers Karime Hassan (Chief Executive at Exeter City Council), James McKechnie (Transportation Director at Hydrock) and Duncan Moors (Legal Director at Ashfords), Darren Summerfield, LRM Planning’s Exeter Office lead, participated in a town planning breakfast forum for developers and land agents on Friday 7th September 2018 at the offices of Ashfords LLP in Exeter.
The long awaited revised National Planning Policy Framework was published by the government on 24th July this year. It contains significant policy changes in relation to housing development, including changes to the application of the presumption in favour of sustainable development, a change in approach to viability, and the introduction of the standardised method of assessing housing need and Housing Delivery Test.
Ashfords, Hydrock and LRM provided an update on the key policy issues in the context of housing development and how transport policy and future technology can help shape where sustainable development can take place. Karime Hassan gave an overview of the issues facing Exeter and the wider area, covering housing growth, the economy and an update on the preparation of the Greater Exeter Strategic Plan. This was followed by a discussion about the significant challenges currently facing both the public sector and the development industry in order for delivery to be maintained, with a call for greater engagement and collaboration from all sides.
