LRM Planning secured outline planning permission for over 55s supported housing apartments with community accommodation for CCBC Caerphilly Homes at the former Tŷ Darren Home for the Elderly on Cromwell Road in Risca.
Caerphilly County Borough Council planning committee voted unanimously in favour of the residential development that will provide supported housing apartments and community accommodation for older residents aged over 55. Access and layout were being considered at outline stage, while appearance, scale and landscaping are reserved for future consideration.
It is an exemplar scheme, aiming to be a benchmark for the delivery of net zero carbon ‘later living’ accommodation within the County Borough. It provides a range of high-quality gardens and communal facilities, setting a benchmark for this type of development, combining good design, sustainability, health and well-being objectives.
The constrained nature of the site, including its location in a C1 flood zone, being crossed by sewers, and containing mature trees, posed a challenge to the development. Technical assessment of the proposals in the form of a Flood Consequences Assessment concluded that the impact of flooding on this site is manageable, a judgement that Natural Resources Wales concurred with. Sewers are to be diverted and LRM Planning responded to objections demonstrating to members that in the balance of all of planning matters, the loss of trees does not weigh as highly as the need to provide an exemplar scheme which adequately delivers placemaking and design principles.
