LRM Planning are pleased to have helped secure a resolution to grant for 13 independent living flats for older persons and a community facility at Moorland Road Day Centre in Splott, Cardiff. The application was made on behalf of the Housing Development Team at Cardiff Council.
The proposal will replace the existing substandard community centre with a brand-new modern facility designed specifically to serve the current needs of the facility. It will also deliver 13 affordable units which are dedicated to older persons’ independent living apartments. A host of complementary non-residential facilities are provided on the ground floor and landscaping has been designed with older persons in mind for leisure and recreation.
The character of design was praised by Councillors and its quality is a credit to the ambition of the Housing Development Team. It was noted that the building, whilst being a modern addition, reflects existing and established character. The extensive consultation with the Local Planning Authority, Design Commission for Wales, managers of the community centre and local residents was of paramount importance to the success of this scheme.
In addition to the high-quality design by AHMM Architects, the rest of the development team comprised Tir Collective, Grays Consulting, Lime Transport, Pure Ecology, Wardell Armstrong (Noise) and Treescene.
The development team is also very appreciative of Alexandra Richards, the case officer at the Local Authority, for the pragmatic, positive and responsive approach to dealing with the application. Alexandra’s presentation to Committee was also considered and professional.
