This afternoon, Cardiff Planning Committee resolved to grant consent subject to legal agreement and conditions for a development comprising refurbishment and extension of commercial units and 15 new apartments at Clearwater Way in Cyncoed, Cardiff. The development also includes significant public realm and highway improvements.
LRM Planning acted as planning consultant to Silver Crescent Developments, alongside Pentan Architects. Associate Director Steffan Harries addressed Committee, speaking in favour of the development and the positive contribution it will make to the area and its community.
Planning committee voted in favour of the proposed development via a resounding 10 votes to one, which is testament to the hard work of the development team and a positive relationship with officers.
Positive comments received from Members included endorsement of the design, which one Councillor described as ‘brilliant’; commendation of the landscaping and public realm proposals; concurrence that the scheme will rejuvenate and improve the area; and praise for the thorough process that was undertaken by officers and the applicant’s team to ensure no material planning concerns arose.
Pentan’s design offers a contemporary styled building, with traditional materials and a common design language proposing to replace the current dated patchwork aesthetic. LRM Planning and Pentan, on behalf of the applicant, negotiated the design ably with planning officers to ensure a quality development with a clean slate of zero consultee objections resulting.
The development will provide a commercial centre that the local area deserves. The current arcade is tired and neglected following very little investment over a number of decades, prior to our client’s purchase of the site. With no designated local centre for at least a mile in any direction, the proposed development will vastly enhance the vernacular and be a vibrant addition to the community.
The development team who worked so hard in order to reach this positive result also included Intrado (engineers), Quantum CLS (Quantity Surveyors), Calibro (transport consultants), Roundfield (landscaping consultants), Pixel Puzzle (CGIs), and Savills (viability consultants).
